Analyzing the Bottle Necks of Trade with China Thailand with a Focus on Railway

This study by the International Trade Centre (ITC) under the project “Lao PDR: Enhancing Business Opportunities for SMEs in China” aims to promote inclusive economic growth in Lao PDR by boosting the export competitiveness of local MSMEs. Through desk research and stakeholder consultations, the report identifies key trade barriers and proposes actionable strategies to integrate Lao businesses into regional and global value chains, especially with China.

Despite strategic infrastructure like the Laos-China Railway, Lao SMEs face challenges such as limited product diversification, weak branding, complex trade procedures, and underdeveloped logistics. The report emphasizes upgrading digital infrastructure, simplifying trade preferences, enhancing value addition, and connecting rural producers to trade corridors. Strengthening SEZs, dry ports, and logistics hubs, while ensuring local participation, is essential for transforming Laos from a transit country into a regional trade hub.

The study also highlights institutional weaknesses, including fragmented governance, outdated border procedures, and poor SME preparedness. It calls for regulatory reform, capacity-building, centralized trade information portals, and better access to finance. Overall, it presents a comprehensive roadmap to improve trade efficiency, empower SMEs, and ensure that major infrastructure investments translate into tangible economic gains.
