In collaboration with a dedicated team from REE and Secure Global, the report offers a comprehensive overview of South Sudan’s road network, addressing challenges, historical context, and proposing the Road Maintenance Fund (RMF) as a solution. Aligned with the Road Sector Business Plan (RSBP) and Road Sector Development Plan (RSDP), the RMF aims to mitigate infrastructure issues arising from conflict, insufficient maintenance, and natural factors.
The report delves into the principles and mechanisms of the RMF, highlighting its pivotal role in securing donor funding, coordinating with development priorities, and ensuring transparent road sector investments. Emphasizing the importance of the proposed Road Sector Financing (Value for Money) Act, the report stresses the ongoing need for refinement and innovation to ensure the sustained success of South Sudan’s road development initiatives.
