Consultative Group on International Agricultural Research (CGIAR) Initiative for Nexus Gains: Realizing Multiple Benefits across Water, Energy, Food and Ecosystems

Challenge

The NEXUS Gains initiative is about addressing the interconnected challenges of water, energy, and food security in rural Punjab, Pakistan specifically in the district of Rahim Yar Khan. Rural Punjab, faces compounding deficits in water, energy, and food security, layered with gender inequality and high poverty rates (40–50%). The CGIAR NEXUS Gains Initiative required a rigorous quantitative baseline to understand how water and energy systems affect rural livelihoods particularly from a gender perspective — before interventions could be designed. Conducting such a survey in a predominantly rural district posed logistical difficulties, including simultaneous availability of both male and female household members for 120–150 minute interviews, limited internet connectivity in the field, and the need to maintain gender-matched interviewing across a large, dispersed sample.

Approach

Ipsos and Reenergia Impact implemented a face-to-face Computer Assisted Personal Interviewing (CAPI)-based household survey across 256 villages in four Tehsils of Rahim Yar Khan, targeting 2,000 respondents from 1,000 farming households at a strict 50:50 gender ratio. A Training of Trainers (TOT) methodology was used across two training rounds in Multan and RYK, with mock sessions and pre-testing conducted prior to full fieldwork. Local enumerators were recruited and gender-matched to respondents. Quality assurance included supervisor field accompaniments, 25% back-checking (split between field teams and an independent QC department), and a customized data validation program. Data was entered live via CAPI and synchronized upon return to connectivity.

Outcome

Fieldwork was completed over seven weeks (January–March 2023), covering all four Tehsils. A total of 2,064 interviews were recorded across 1,032 households. Of 437 interviews subjected to quality review, only 28 were excluded primarily due to duplicate or test IDs yielding an overall acceptance rate of 97%. The dataset was processed into 22 STATA files for the male sample and 14 for the female sample, with all labeling, coding, and logical error corrections completed to deliver a clean, analysis-ready dataset to International Food Policy Research Institute (IFPRI).
